Run HR to a Calendar, With an Owner for Every Step in Every Plant

In many plants, HR runs on the memory of one or two people: which register is due, who approves a gate pass, when the month closes. We help you write the standard procedures, set the monthly and annual calendar, define who approves which HR decision, and hold a short monthly review. You decide the standards and the service levels. We write them down with your team, set up the tracking, and leave you a routine the plant can run on its own.

The starting point

Does HR Depend on Who Happens to Remember?

HR work in a plant repeats on fixed dates, yet is often triggered by a reminder from someone senior. When the person who remembers is away, the task slips, and nobody notices until a deadline has passed.

We help you turn the plant's HR habits into procedures, dates and owners.

You may be experiencing:

  • Month-end tasks carried by one HR executive who has never written them down.
  • No calendar showing what falls due each month, by plant, and who owns it.
  • Different plants running the same HR task in different ways.
  • Approvals on HR matters given by phone or chat, with no consistent approver.
  • Requests from the floor, such as a certificate or a correction, with no expected turnaround.
  • A review meeting that reacts to problems and not to a regular set of figures.
  • HR practices known only by those present when they were set up.

What we can help with

Our HR Operations and Governance Services for Manufacturing

  • HR Procedures and Checklists

Write step-by-step procedures for recurring HR tasks, such as joining, attendance closure, payroll inputs, leavers and contractor onboarding, each with a checklist the executive can follow.

  • Monthly and Annual HR Calendar

Build a calendar of what falls due each month and across the year for each plant, such as attendance cut-off, payroll, reviews, drills, renewals and audits, with an owner against each date.

  • Service Levels for HR Requests

Agree how long common requests should take, such as a letter, a correction or a query, and how workers and supervisors raise and track them.

  • HR Approval Matrix

Set who approves hiring, leave exceptions, overtime, increments, transfers and separations at each level, with the delegate when the approver is away.

  • Plant-Wise Standardisation

Compare how each plant runs HR, agree what must be common, and record the reasons where a plant may differ, so a new plant can adopt the standard quickly.

  • Monthly Management Review

Design a one-page monthly review covering attendance, hiring, exits, training, safety records and open HR items, with an owner for each action.

  • Internal Check and Audit Routine

Set a light internal check each quarter on samples, such as joining files, approvals and attendance corrections, with findings tracked to closure.

  • Continuous Improvement of HR Processes

Collect feedback from supervisors, workers and the payroll desk, and review procedures at set intervals so they stay useful.

The deliverables

  • Service levels for common HR requests.
  • An HR approval matrix with delegates.
  • A standard-and-exceptions comparison across plants.
  • A one-page monthly review pack format.
  • A quarterly internal check routine.
  • Reminders and approval flows set up in your system or on the GullyHR platform.

Step by step

How We Work

  1. List What HR Actually Does

We sit with the HR team in each plant and list the recurring tasks, who does them, when and with which files or registers.

  2. Write the Procedures

We draft procedures and checklists from what the team does, tidy the differences between plants and bring the drafts to you for decisions.

  3. Fix the Calendar and Approvals

We set the dates, owners and approval limits, and confirm with the plant head and department heads that they are workable.

  4. Hold the First Monthly Review

We help prepare and run the first review using the new format, and refine it according to what the meeting actually needed.

  5. Hand Over and Baseline

We train the team to maintain the documents, and record a baseline of tasks closed by their due date, to report against.

The difference

Make HR Dependable Without Heroics

A defined HR routine helps you:

We do not promise outcomes. We record a baseline before work starts, covering HR tasks completed by their due date, requests answered within the agreed time and approvals recorded against the matrix, and report against it, so you can see what changed and what did not.

  • See what is due this month and whose it is.
  • Cover a colleague's absence from written steps.
  • Run the same procedure in each plant.
  • Record who approved an HR decision and when.
  • Review HR with the same figures every month.
  • Bring a new HR executive up to speed faster.

Find your fit

Who This Service Is For

  • Plants With a Small HR Team

Units where one or two people hold all the knowledge.

  • Multi-Plant Manufacturers

Groups wanting the same HR operation across sites.

  • Plants Opening a New Site

Teams that need a ready procedure set for the new location.

  • Businesses Preparing for Customer Audits

Management who must show defined procedures and owners.

  • Owners Handing Over HR Oversight

Founders who want to review HR from a page and not from memory.

How it usually shows up in manufacturing

Plant HR often rests on one or two experienced people who know how things are done: how a joining is processed, how the time office closes the month, how a contractor bill is verified, how a warning letter is drafted. The knowledge is not written down, so a change of person changes the routine. The HR calendar of the plant, with its recurring items such as wage cycles, medical checks, safety training, inspections and renewals, lives in someone's head or a diary. Turnaround times for HR tasks are not defined, so requests from the floor wait for an unknown period. Approvals follow habit, and differ between plants in a group. Reviews with the plant head take place when there is a problem, and not on a fixed day. Multi-plant groups find that each plant has built its own way of working and that comparison is hard. Audits find gaps that were known but not recorded.

Common challenges

Where it goes wrong in manufacturing

  • Knowledge sits with one or two people

A change in who is in the HR office changes how a joining or month-end is handled.

  • The calendar is in someone's head

Recurring items are caught when remembered, and missed when not.

  • Nobody knows how long a request takes

Floor requests wait without a promised time, so workers go to the supervisor instead.

  • Plants build their own ways

Across a group, approvals and records differ, so comparison and audit are hard.

A better process

What a working version looks like

  1. 01

Write the main procedures as checklists

Joining, month close, contractor bill check, warning, leave, exit: steps, owner and records, one page each. The HR process consulting service starts with these.

  2. 02

    Keep a plant HR calendar

Monthly, quarterly and annual items with an owner, a deputy and the records to be produced, reviewed at the start of each month.

  3. 03

Set turnaround times for common requests

A letter, a leave correction, a pay query: a promised time, shown to the floor.

  4. 04

Fix an approval matrix for HR decisions

Who may approve what, for each plant, with the same limits across the group.

  5. 05

    Hold a monthly HR review

A short fixed meeting with the plant head, with a few numbers and open actions, and a record of what was decided.

What to check this week

  • Ask who would run month close if the usual person were away.
  • Look for a written checklist for a joining or a warning letter.
  • Ask the floor how long a letter or correction takes.
  • Compare the approval limits between two plants.
  • Find the minutes of the last monthly HR review.

What this looks like in manufacturing

The parts of hr operations and governance that are specific to this sector, rather than general.

Multi-Plant Standardisation

The same process at every site, or a different company at each.

What this covers

Plants that grew separately develop separate HR. The second site is where informal process stops working, because the supervisor who knew everybody is not there.

  • Common policies across sites
  • Standard roster rules
  • Standard attendance rules
  • Common grades and wage structure
  • Central employee master
  • Site-level dashboards
  • Consolidated headcount and cost
  • Inter-site transfer process

Questions on this, in manufacturing

We write short procedures from what your team does, as checklists they use while working. If a procedure is not used within the first month, we treat that as a fault in the document and fix it.

Put the Plant's HR Routine on Paper

Tell us what HR does each month in your plant and who carries it, and we will discuss a calendar and procedures that stand without reminders.

Discuss Your HR Routine

Share how many plants you run and how HR is staffed.

The general method — what hr operations and governance covers, the questions it answers and what an engagement produces — is the same whatever the sector, and is set out on the hr process consulting and implementation page. What is above is the part that differs for manufacturing.

Where to start

Most engagements begin with a review of how this runs in your business today, then a written process and the sequence to implement it.
