HR process consulting for Healthcare Franchise Networks: who approves what between branch and head office
When branch managers hire, approve leave and move staff, the network follows as many rule books as it has outlets. Head office usually learns this only after a dispute.

The manager of a busy outlet extends probation for one joiner, grants a double shift allowance to another and lends a technician to a neighbouring branch. None of it is written down. A franchisee then asks why their branch cannot do the same, and head office has no clear answer to give.
The cure is a short table of decisions: what the branch decides, what the cluster manager approves and what stays with head office. It covers hiring, leave, overtime, transfers, probation and discipline. It is reviewed with managers, so it reflects how branches really work.
How to set it up
1. List the decisions that come up
Collect from five branch managers the calls they made last quarter, such as an extra hire, an allowance, a leave exception or a transfer. Group them by type.
2. Draw the three columns
For each type mark who decides: branch manager, cluster manager or head office. Keep limits simple, such as number of days or a pay band, and avoid long clauses.
3. Test it with managers
Walk through three real cases from the list with a few managers and fix places where the table is unclear or slows a decision that must be quick.
4. Write the transfer note
One page on how a temporary or permanent move is requested, approved and recorded, with the pay, travel and reporting line for each.
5. Review after two quarters
Count exceptions asked for and granted by branch. Adjust the table where the same exception keeps arising, and tell all managers what changed.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Ask three branch managers what they may approve alone and compare the answers.
- Find one decision last quarter where head office learned afterwards.
- Check whether any transfers lack a written record of terms.
- Ask a franchisee owner which HR rules they believe apply to their branch.

Questions owners ask
Not if the limits are sensible. Routine calls stay with the branch, and only larger or unusual ones travel upwards. The aim is fewer surprises, not more sign-offs.
Separate what the brand needs to be the same, such as onboarding and conduct, from what the owner may decide. Confirm the line with a qualified professional against your agreement.
A named person at head office, usually the HR lead or operations head, who updates it when cases show a gap and circulates changes to every manager.
