Attendance, shift and leave process for Vehicle Inspection Centres: lanes that match the queue
Queues at an inspection centre are driven by renewal dates, not by your roster. A clear shift and leave process keeps lanes open at the peaks and avoids paying for idle hands in the troughs.

Share your requirementsWhy attendance, shift and leave process matters in vehicle inspection centres
A typical centre sees long queues on Mondays, at month ends and just before known deadlines for fleet vehicles, then quiet days when two inspectors read the paper. Staff notice and ask for leave on quiet days, which is fair, but then peaks are short of hands and owners wait.
A written process fixes the rules: who can take leave in a peak week, how shift swaps are approved, how late arrivals at a lane are handled and how overtime is offered. Each lane needs a named inspector present, so absence at one lane should trigger a clear fallback.
How to set it up
1. Mark peaks and troughs on a calendar
Use bookings from the last year to shade busy weeks and days, and share the calendar with all staff.
2. Set leave rules around the peaks
Allow leave freely in troughs, ask for notice in peaks and keep a short list of days when leave is rarely granted.
3. Name a lane owner for every shift
Each lane has one inspector responsible for opening it and one standby, written on the daily board.
4. Handle swaps and lateness in writing
A short form or message to the manager before the swap, and a simple record of late starts at the lane.
5. Offer overtime fairly
Rotate extra hours among cleared inspectors and record who was offered, so grumbles can be checked.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Compare last month's daily queue length with the number of lanes staffed.
- Count leave approved in the three busiest weeks of last year.
- Ask whether anyone knows who covers a lane when the usual inspector is absent.
- Check how overtime was shared among cleared inspectors last quarter.

Questions owners ask
Yes, if they are fully cleared for the checks and have worked under your standard. Do not put an unassessed person on a lane just to cut a queue.
Publish the peak calendar early in the year and ask for leave plans in advance. People respect rules they saw before the busy period began.
Look first at travel and shift start times, then apply a fair rule. A fixed lane-opening time with a standby usually matters more than any penalty.
