HR process consulting for Retail Chains: making central HR work with store managers
In a chain, head office wants control and stores want speed. Process consulting draws the line between them, so each people decision has a clear owner and a clear path.

Many chains grew store by store. Head office added rules after problems, and store managers learnt to work around them. Hiring, transfers, leave, warnings and exits are handled in slightly different ways, with delays and disputes. The head office HR team spends its time answering calls instead of improving anything.
Process consulting starts by mapping how each people process works today in a few stores, then agreeing a simpler version. Each step gets an owner, a time limit and a record. The aim is to reduce calls, keep stores moving and give head office the facts it needs.
How to set it up
1. Map the main processes in three stores
Hiring, joining, transfer, leave, warning and exit. Note who does what, in what order and how long it takes.
2. Spot the delays and workarounds
List where people wait for approval or ignore a rule. These show which steps need redesign.
3. Redraw each process on one page
Give every step an owner and a time limit. Show what the store decides and what head office decides. Keep the page short enough to pin up in the store office.
4. Pilot in a small group of stores
Try the new pages in three or four stores for a month. Collect questions and adjust the pages. Ask store managers what slowed them.
5. Roll out and train managers
Share the final pages, run a short session with store managers and set a review date three months out.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Time how long a transfer takes from request to start date.
- Ask three store managers which approvals slow them down.
- Count calls to head office HR in a week and group them by topic.
- See whether a joiner's records are complete after the first week.

Questions owners ask
It should not if it is designed well. Give stores authority for routine decisions within clear limits, and send only real exceptions to head office, with a time limit for a reply.
Start with the two that cause the most calls or delay, often hiring and transfers. Improve them before taking on more.
A named person at head office, who updates the pages after feedback from store managers and answers questions about them. Shared ownership usually ends up meaning no ownership at all.
