HR documentation process for Resident welfare associations: one file per person that every committee can find
Promises to staff are often made in a committee meeting and forgotten by the next one. A single file for each person, held by the society, keeps terms and notes where any committee can see them.

A housekeeper says she was promised a fixed off day when she joined. The new committee has no letter, and the old treasurer has moved to another city. A guard says he was given an advance and has been repaying it, but the register does not show it. The manager is caught between a worker's word and the committee's suspicion.
Good records stop this. Each person has a file with identity details, a joining note that states the post, shift, pay terms and any promises, then leave, advances, warnings and thanks over time. The manager keeps the files, the committee can see them on request, and a copy is stored safely. Wording of notes and letters should be reviewed by a qualified professional before use. Handwritten notes are fine, if they are dated and signed.
How to set it up
1. List everyone who works in the complex
Include direct staff, agency staff and regular vendors who work inside. Mark who employs each person and who supervises.
2. Create a standard joining note
One page with the post, shift, pay terms, offs, any promises and the date. Both the person and the manager sign. For agency staff, note the agency.
3. Start a file for each person
Keep identity details, the joining note, leave, advances, warnings, commendations and the dates. Use a folder and a simple index.
4. Decide who can see what
The manager keeps the files, the committee secretary can see them on request and personal details are not shared on residents' groups. Write the rule.
5. Hand over each year
At the change of committee, the manager shows the list, the open advances and any pending matters. Both the outgoing and the incoming secretary sign.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Pick a guard and find his joining note within five minutes.
- Check whether advances and repayments are recorded and signed.
- Ask a staff member to name any promise made when they joined, then look for it in the file.
- See who has copies of staff files and where they are kept.

Questions owners ask
Yes, even a short note. It prevents arguments about what was promised. Ask a qualified professional for suitable wording, particularly for staff who come through an agency.
Not by default. Personal details should stay with the manager and the committee officers who need them. If a resident has a concern, the manager can answer without sharing the file.
Start now. Prepare a note for each person confirming their present post, shift and terms, and ask them to sign it. Over time the file will fill, and the gaps will matter less.
