A principal of an engineering college once described Monday morning like this: the HOD of mechanical is at a university board meeting, one demonstrator in the thermal lab has a fever, and the third-year theory slot for Machine Design has no lecturer. The timetable coordinator does what every coordinator does. She asks whoever is free to cover the period. By Thursday the same three people are covering everything, and one of them has applied elsewhere.
The short answer to how a college plans cover is this. Decide, before anyone is absent, who covers what, how they are told, how the cover is recorded and how it is repaid. The rest of this post builds that answer for the different kinds of institution in the college and university types hub.
Three kinds of absence, three kinds of plan
- Known absence. Casual leave, earned leave, a Faculty Development Programme or a paper presentation at a conference. Notice exists, so the substitution can be written into the timetable a week ahead.
- Sudden absence. Illness, a bereavement, a child's school call. A same-day cover sheet is required, with a named first and second substitute for each section.
- Duty absence. Spot valuation camp, university practical examination as external examiner, NSS camp or a placement drive. These are long, predictable and often clash. A semester calendar of such duties prevents surprises.
Where cover fails first
Theory periods are the easy part. Another lecturer in the same subject, or a revision hour, will do. The harder ones are those where a stand-in needs authority.
- A chemistry or physics lab batch of twenty students needs someone who can sign the practical record and handle apparatus safely.
- An invigilation duty roster cannot be left with a gap on the day of an internal test, because the squad and flying observer plan assumes every hall is staffed.
- In medical and nursing colleges, a clinical posting in a ward needs a preceptor who knows the log book and the ward sister, not just any teacher.
- A pharmacy dispensing practical or a herbarium session cannot be run by someone who has never opened the cabinet.
For each of these, name the second person in advance and tell them they are on the cover list. A name found on the morning is a name chosen under pressure.
Build a cover pool
A pool is a list of people who can step in, with their papers ready. Typical members: retired lecturers living nearby, research scholars who already tutor, guest faculty on a per-lecture arrangement, and senior students who can hold a tutorial but not a class. Keep their ID, signed engagement note and a one-line subject strength in a folder with the registrar's office.
Pay the pool on a fixed per-period rate that is known. Surprise rates breed dispute and slow acceptance.
The first hour on a sudden absence
A call comes in at seven-thirty. The attendance clerk checks the biometric log and the leave application box. The timetable coordinator opens the cover sheet and finds the first substitute for that section. If that person is also absent, the second name applies. The HOD is informed by message, not asked for permission, and the class representative is told which room to expect the new face in.
Write this chain on one page. Everyone, including the peon who carries the register, should know it. In a medical college add the dean's office for any ward posting, since a cancelled batch means a rescheduled rotation. In a polytechnic add the workshop in-charge, because machine shop sessions need a certified hand on the lathe and drill press.
Make the cover visible and fair
- 1
Publish the daily cover sheet
Pin it on the staff room board and the college app by eight in the morning. Show period, class, original faculty, substitute and room.
- 2
Record every cover period
A simple register with date, section, substitute and HOD signature. Without it, cover vanishes.
- 3
Total the semester load
The registrar adds each person's cover periods. Anyone more than a few periods above the department average is a fatigue risk.
- 4
Repay in kind or money
Offer a compensatory free period, or a rate that is announced in advance. Quiet recurring favours turn sour.
- 5
Review each quarter
Ask which sections lost most hours, and whether the pool needs one more subject specialist.
What this means for HR policy
The leave ledger is the starting point. If casual leave is taken freely during internal assessment weeks, tighten the rule for those weeks. If duty leaves are bunched in March, use the semester calendar to spread them. Attendance and leave rules at an engineering college and role descriptions at a nursing college show how the same idea adapts. If you want a cover policy written, tell us through the requirements page.
