Role design and job descriptions for Contract Pharma Manufacturers: liaison, tech transfer and line roles
A contract site sits between clients and its own floor. Roles for tech transfer, client liaison, operators and quality need clear edges, or every client request lands on the wrong desk.

Client liaison people are caught between a client that wants a faster date and a plant that cannot move. Without a clear role, they promise, then argue with production. Tech transfer is done by a small team whose duties shift with each new product. Operators are not told which client rules differ, and staff may mix up documents between clients.
Good role sheets show what the liaison person owns, such as the client contact, dates and change requests, and what they may not promise without production and quality agreement. The tech transfer sheet states the stages and hand over to the floor. Operator and quality sheets name the client specific rules each person must know and how clients' work is kept apart.
How to set it up
1. Follow one client request through the site
Take a recent change request and note who received it, who decided and who told the floor. Mark where it slowed.
2. Write the liaison role
State what they own, what they may agree alone and what needs production and quality sign off. Add an escalation route.
3. Write the tech transfer role
List stages from client recipe to proved batch and name who hands over to production. Keep the team's workload visible.
4. Add client specific rules to floor roles
Note the differences each operator and checker must know per client. See role design and job descriptions for the method.
5. Review the sheets after each audit or new client
Update the sheets with what the visit or the launch showed and share the changes with the people involved.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Count client requests that were agreed and later reversed.
- Ask a liaison person what they may promise without sign off.
- List roles that hold client specific rules in memory only.
- Check how long a change request takes from client to floor.
