HR strategy and workforce planning for Mall facility operators: ordinary days, sale weekends and festival weeks

A mall has quiet Tuesdays and crowded festival weekends. Workforce planning shows how many people of which kind are needed each day, and who supplies them.

Why HR strategy and workforce planning matters in mall facility operators

Mall operators tend to staff for the last problem. After a bad sale weekend they add hands, then the hands sit idle for weeks. Contractors supply most of the floor staff, and the operator's own team fills the gaps. Nobody holds a single picture of headcount by day, area and employer.

Workforce planning draws that picture. It lists each function, the usual number on a weekday, a weekend and a peak, and who supplies them. It marks the roles the operator must hold itself, such as duty managers, and the roles it can buy in. Imagine a mall with three festival weeks a year: the plan names the extra housekeeping hands, who briefs them, and what they are told. It is a short document, reviewed twice a year.

How to set it up

  1. 1. List functions and normal numbers

Housekeeping, engineering, help desk, parking, guest relations and duty management, with the usual headcount by day type.

  2. 2. Mark who supplies each group

Your own staff or a named contractor. Note contract terms that govern numbers.

  3. 3. Draw the peak-day plan

For festivals and sales, add extra hands by function and area. Name who briefs them and when.

  4. 4. Decide what to hold in house

Keep the roles that carry mall knowledge and decisions. Be clear about those you will always buy in.

  5. 5. Review twice a year

After the big peaks, check what worked, what idled and what the contractors found hard. Update the plan.

Check these first

Before changing anything, find out what is true today. These take an afternoon and use your own records.

  • Ask your contractors how many people they put in your mall on a Tuesday and on a festival Saturday.
  • See how many extra hands were idle on your last sale day.
  • List the roles that one person in your team alone knows how to do.
  • Check whether your plan is written down anywhere.

Questions owners ask

Because the pattern repeats. A plan built on last year's calendar is a good start, and you adjust it when the events list is fixed.
