Performance management process for Certification providers: examiner consistency, timeliness and panel renewal
A panel is only as good as its weakest examiner, yet few providers review them. A fair yearly look at consistency and timeliness decides who is renewed and who gets more work.

Panels grow by invitation and shrink by silence. An examiner who marks inconsistently is simply not called next time, and nobody explains why. Another is excellent but never hears so. The coordinator knows who is reliable, the standards lead knows who is accurate and no single record combines both.
A yearly review can be light. Collect three things per person: marks compared with the panel's after calibration, whether work came back on time and any concerns raised. Share them in a short call. Renew, give more work, offer coaching or part ways, with reasons given. Core staff get a normal review aligned to their duties.
How to set it up
1. Decide the measures
Consistency against calibration, timeliness against the window, quality of comments and conduct. Write each in a sentence.
2. Gather the record once a year
The standards lead and coordinator pool their notes, and the examiner's own view is asked for.
3. Hold a short conversation
Fifteen to twenty minutes on what went well, what to fix and what work is coming. Written notes are shared afterwards.
4. Decide renewal on stated grounds
Renew, extend, coach or release, with reasons recorded. An examiner released should hear why and what could change.
5. Offer a path for the best
Moderator, calibration lead or item review roles, which keep strong people close and add depth to the panel.
Check these first
Before changing anything, find out what is true today. These take an afternoon and use your own records.
- Check whether every examiner has had feedback on their marks in the last year.
- Note panel members who were quietly dropped and whether they were told why.
- Ask the coordinator and the standards lead to name their top five and compare lists.
- See whether core staff reviews cover peak-week handling.

Questions owners ask
Compare marks on shared sample scripts and on a re-marked sample from live work. Look at patterns over more than one window before drawing conclusions about a person.
Give the specific reasons, the evidence and anything that would change the decision. A direct, respectful call is better than silence, and keeps the door open.
They need a fair, written one, since you are making decisions about their work. Confirm with a qualified professional how the review should be framed for each type of arrangement.
